SECURITY
SOUTH DARFUR: The security situation continues to hinder effective transport in SOUTH DARFUR. Sporadic outbreaks of fighting and attacks on humanitarian vehicles have kept closed the three main road transport corridors for UN travel in the region:
NYALA - MANAWASHI - EL FASHER
NYALA - KASS - NERTITIE - ZALLENGIE - EL GENEINA
NYALA - LABADO - MUHAJARIA - ED DAEN

There is a major pipeline break for women's clothing, sanitary material and plastic sleeping mats owing to lags in the UNICEF pipeline and delays in funding from donors. It is not expected that there will be reasonable supplies of these items in the DARFURS until at least late July.
UNICEF is preparing a submission of funding from Germany and an excess of US$ 1 million from DFID's second tranche of funding has been allocated by the humanitarian coordinator for NFI procurement.
NORTH DARFUR: Three USAID-donated international flights carrying a total of 18,900 plastic sheets arrived in EL FASHER from Dubai this past week. 6,300 and 12,600 plastic sheets were dispatched to NYALA and EL GENEINA respectively.
SOUTH DARFUR: NFI stock levels continue to see a shortage of plastic sleeping mats and mosquito nets for the full NFI distribution package.
WEST DARFUR: NFI stocks are at an all time low due to the recent large distributions to FOR BARANGA and SIRBA. The break in the pipeline is expected to be resolved upon the arrival of 12,600 pieces of plastic sheeting and 70,000 blankets during the third week of May.
- WEST DARFURis still in need of mosquito nets to continue with pre-rainy season distribution, of which 25,000 are currently in PORT SUDAN awaiting customs clearance.
Major supply routes into EL GENEINA from EL FASHER AND NYALA remain incident-free and traffic is ongoing as normal

CARE continues to face challenges in planning and prioritizing cargoes for transport due to the continuing number of NGO's who submit Cargo Movement Requests before items are ready for dispatch. Agencies must ensure that items are customs cleared and available for delivery to the CARE warehouse when submitting their requests for transport to UNJLC.
WEST DARFUR: At the beginning of the week, CARE reported a shortage of trucks on the local market however the situation has since been normalized.
AIR OPERATIONS
The KHARTOUM International Airport has resumed normal working hours, with the major part of the renovations completed on the runway.
Due to an unscheduled crew change last week, UNHAS only completed two of the six scheduled NFI flights for the week. Next week they will resume with six flights.
The AN12 dedicated to NFI transport is due for scheduled maintenance in the coming weeks. UNHAS has requested a slot with the maintenance facility that will likely become available in the next 5-10 days therefore previously advised delivery estimates may change.
SOUTH DARFUR: Due to the ongoing maintenance on a portion of the NYALA runway, weight restrictions have been enforced for cargo aircraft as follows:
- 30 Metric Tonnes for all IL76
- 15/18 Metric Tonnes for all C130 aircraft

Agencies have advised that there is a lack of Diesel in KHARTOUM. There are only a few gas stations in town that have a supply and queues of cars are reportedly long. One possible reason for the shortage is lack of trucks to transport the necessary stocks into KHARTOUM from nearby refineries.
Another possibility for shortage of diesel is a potential refinery shutdown for maintenance purposes. This combined with the increased demand from the booming economy in KHARTOUM and nearby areas along with the needs of UNMIS and the AU could be contributing to the shortage. UNJLC will investigate the matter and revert to the humanitarian community in the coming week.
NORTH DARFUR: The owner of Al Mithaq Petroleum Cie approached UNJLC last week, offering to provide diesel and petrol in EL FASHER for distribution to all locations in NORTH DARFUR. UNJLC is investigating who will provide the permit for delivery outside the state capital and whether the company will be able to supply quantities greater than the HAC quota.
SOUTH DARFUR: WFP Air Operations have advised that Jet A1 fuel for the NYALA airport is now being provided by Petronas. Prices are slightly higher in cost that the previous provider Matthews however they will have a consistent supply of fuel.
WEST DARFUR: The local price of Diesel decreased slightly over the past week however it remains high compared to the past four months due to a shortage of fuel on the local market. The price of petrol increased to an all-time high, reportedly because of the increase of vehicles operating in EL GENEINA town. Several taxis have also been spotted in and around the town center for the first time.
Due to the shortage of fuel, electricity has been repeatedly interrupted in EL GENEINA for the past month. As a result, the water supply has been reduced to an average of 2-4 hrs per week. The Electric Corporation and Ministry of Planning and Infrastructure have informed UNJLC that three fuel tankers carrying diesel are expected to depart EL FASHER on 10 May. Once received in EL GENEINA, electricity is expected to resume in the evenings from 2000hrs - 0000hrs on alternating days.
LOGISTICS ASSESSMENTS
NORTH DARFUR: A four day interagency assessment will be conducted around KEBEKEBIYA on 14 May. UNJLC was requested to participate in the mapping exercise but had to decline due to the expected arrival of NFI flights.
SOUTH DARFUR: UNJLC is compiling data on the market rates for transport in the region, due to the increasing price charged to the humanitarian community. Once all agencies have submitted the information, a comparison study will be done.
WEST DARFUR: The Vehicle Workshop needs assessment in EL GENEINA planned by THW was cancelled due to the expiration of their travel-permits. UNJLC will assist in facilitating prompt resolution of the matter.
HEAT, a Dutch NGO, informed UNJLC that they will submit a proposal to initiate a vehicle workshop project in EL GENEINA.
ACTED and UNJLC's survey of the roads in WEST DARFUR is expected to commence on 16 May.
COMMUNICATIONS
The mobile phone network is now operating in EL GENEINA seven days a week. Sudatel has begun installing public phones along several roads in the city centre.
MISCELLANEOUS
NORTH DARFUR: A warehouse is available for rent near the OCHA office in EL FASHER. It consists of three separate rooms that are 150m2, 40m2 and 12.5m2 respectively. The warehouse is need of some repairs and is surrounded by a fence. Anyone interested in renting space should contact Mr. Ahmad Ghazi at +0912819357.
SOUTH DARFUR: HAC has agreed to allow HAC identification holders to travel in the region without the need to revert to the old system of receiving a HAC stamped letter for each travel movement.
WEST DARFUR: UNJLC is coordinating with WFP to offer logistics training workshops for NGO's in EL GENEINA. In early June, WFP has planned a training session on warehouse management, for which two participants per NGO may attend.
Additionally, WFP ICT has been requested by the community to facilitate radio communication training for NGO staff. Another initiative includes UNJLC and WFP Air Operations to provide a briefing about cargo and passenger booking procedures.
ABOUT UNJLC
UNJLC is an inter-agency facility reporting during an emergency to the Humanitarian Coordinator and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who is responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channeled through WFP. More information on UNJLC in general and on the South Asia operation can be viewed on the UNJLC website (www.unjlc.org)
