UNJLC will exit the tsunami mission on 30 September 2005. At the request of the UN Country Team and the GOI's BRR, a UN logistics coordination service, UN Logistics Coordination Support (LCS), will be established to provide integrated, multi-modal logistics coordination support to the humanitarian community during rehabilitation and reconstruction. The current UNJLC staff Indonesia will transfer to this new facility on 1 October when LCS commences services. Details about the new LCS are forthcoming each week in the UNJLC Bulletin until 30 September.

1. SECURITY
Jakarta police are intensifying intelligence operations following President Susilo Bambang Yudhoyono's recent warning about the possibility of terrorist activity in September and October according to The Jakarta Post.
West Sumatra will be under the threat of landslides during the rainy season endangering residents, roadways and buildings. (Jakarta Post)

3. GENERAL
A meeting was held on 13 September 05 regarding the latest customs import procedures (for Banda Aceh, Lhokseumawe, Sabang, Kuala Langsa, Belawan, Meulaboh). Attendees included the BRR representative, customs officials, and 15 humanitarian actors. The customs officers in attendance will publish changes to customs procedures on Wednesday 14 September. 5. LAND
Catholic Relief Services has circulated the paper EMERGENCY ROAD AND BRIDGE REPAIRS DISTRICT OF ACEH JAYA - SCOPE OF WORK And BIDDING REQUIREMENTS for open bidding for the reconstruction of multiple road and bridge locations Lamno to Calang in the district of Aceh Jaya. Open bidding closes on 14 Sep 05 at 3 pm. The condition of the road and bridges has been responsible for the temporary suspension of food deliveries and missions to K-Sabbe, Panga and Teuom. The scope of work includes:
- Bridge Replacement: 3.8 Km South of Calang
- Repair 200m Main Road Section: 2 Km South of Calang
- Repair 1800m Main Road Section: +/- 35 Km of North of Calang
- Repair 600m Main Road Section: +/- 55 Km North of Calang
The contract requires the scope of work to be accomplished within 30 days.
6. SEA
UNJLC is to be organizing a new user group for immediate implementation of Aceh sea transport coordination for NFIs. The first meeting for the NFI user group is scheduled for Friday 16 September.
The LCS PN SUKSES 3 has been chartered by WFP and has an ETA to Banda Aceh of 16 September. The craft will mainly be used for WFP transport of Food Items; however, any spare capacity will be allocated to agencies for transport of NFIs (including reconstruction materials). The NFI user group (from above) will be responsible for transport arrangements for this vessel and on other WFP vessels with spare capacity. The UNJLC contact is Allan Ng Hang Boo at 0651 42937. - UNHAS has their new website up and running. All Indonesia air operations information is currently available at www.unhas.it.
- The new UNHAS flight schedule effective Monday, 12 September is available at http://www.unhas.it/Indonesia/Indonesia_Sched.html.
- UNHAS.Indonesia@wfp.org for booking has replaced acehbooking@unjlc.org.
- After 16 September, only UNHAS Passenger Movement Requests (PMR) shall be considered, (UNJLC PMRs received after 16 September shall not be accepted).
As previously published, TNI staff have informed UNJLC that effective 12 September 2005, all UNHAS passengers will be subject to payment of airport tax at the point of embarkation, as follows:
- Banda Aceh 20,000 Rp. per passenger
- Meulaboh 10,000 Rp per passenger
- Simeulue 10,000 Rp per passenger
- Nias** 10,000 Rp. per passenger (**already in effect).
UNHAS passengers should be aware of the following flight procedures: Passengers checking in on all UNHAS flights must properly identify themselves and produce the following documentation to UNHAS personnel at flight check-in:
- Identification Document
- A copy of the Passenger Booking Request signed by the authorized representative of his/her agency (**Only those Authorized Officers of UN Agencies and Implementing partners who have provided UNHAS with specimen signatures, can sign Passenger Movement Requests. Any PMR signed by unauthorized person (where no specimen signatures have been filed with UNHAS) shall not be considered for travel and be rejected.
- A copy of the Security Clearance (UN personnel)
Please refer to the UNHAS website for all booking information including deadlines for booking and cancellation policy.
Currently UNHAS is operating 2 Mi-8 helicopters, 2 Twin Otters (based in Banda Aceh and Medan), and 1 Dash 7 (40 passenger capacity) for passenger service. Air assets are occasionally used for delivery of Non Food Items (NFIs).

9. GEOGRAPHIC HUBS
BELAWAN
Status at the Belawan Port Container Terminal as of 12 September 05
- Containers cleared and collected: 5,697 TEUs to-date.
- Containers cleared but not collected: 276 TEUs.
- Containers not cleared: 657 TEUs.
- Total containers in terminal: 933 TEUs
UNJLC will regularly be publishing the list of consignees who have containers at Belawan Port, this at the request of the Belawan Port Reporting Officer. Agencies should check for the Belawan Container Status Report at www.unjlc.org. The next lists to be published are as of 6 September.
10. MEETINGS
The weekly Banda Aceh Logistics Coordination meeting is held in the white trailer, UNOCHA Compound, Jl. Sudirman No 15, Geuche Tuesdays at 1600hrs.
11. UNJLC COORDINATION INITIATIVES & SURVEYS
In his 15 June 2005 letter to the resident coordinator, Mr. Kofi Annan identified the establishment of coordination mechanisms as one of the objectives of the Global Consortium for Tsunami-Affected Countries. As a UN coordination mechanism, UNJLC (and the future LCS) frequently utilizes the input from other humanitarian organizations in Indonesia in order to carry out the logistics coordination function. Frequent requests have been made by UNJLC asking humanitarian actors to report bottlenecks and complete surveys and/or various forms in order to collect logistics information. In this section of the Bulletin, these various UNJLC input requests will be listed along with announcements about newly released publications and other organizations' initiatives. Please help us to coordinate the humanitarian effort by responding to these requests for information. Necessary forms are usually sent by email to logisticians and are also available at www.unjlc.org.

- THE LOGISTICS BOTTLENECKS – ALERT. All agencies are encouraged to report any observations and/or feedback relating to logistics bottlenecks to UNJLC via email: maksalmina@wfp.org.
- MONTHLY PROJECTION FORMS containing agency forecasts of logistics/movement activity should be submitted by the 15th of each month for the subsequent month's activity. Send completed forms to Maksalmina@wfp.org. Downloadable copies are available at www.UNJLC.org. UNJLC uses this information to ensure that the necessary assets are available to support humanitarian programs.
- UNJLC INFO SHEET - the 26 August edition is available at www.unjlc.org. The Info Sheet provides up-to-date information on suppliers for air, land and sea movement, materials and pricing information for all humanitarian actors in Aceh and Nias.
- IOM MATERIALS DISTRIBUTION ASSESSMENT/PROJECTION FORM - NIAS is available at any IOM office and may be downloaded from www.UNJLC.org and should be used by all agencies involved in the process of rehabilitation and reconstruction in Nias for the period September 2005 to June 2006. (The form may be adopted for other districts/areas’ of materials distribution projection in the future.) Kindly complete these forms according to each organization's projected activity for Nias and return to the nearest IOM offices or email trahardjotdy@iom.int and copy UNJLC maksalmina@wfp.org.
