| UNJLC will exit the tsunami mission on 30 September 2005 . At the request of the UN Country Team and the GOI's BRR , a UN logistics coordination service, UN Logistics Coordination Support (LCS ), will be established to provide integrated, multi-modal logistics coordination support to the humanitarian community during rehabilitation and reconstruction. The current UNJLC staff Indonesia will transfer to this new facility on 1 October when LCS commences services. Details about the new LCS are forthcoming each week in the UNJLC Bulletin until 30 September. |

The Herald Tribune (30 Aug) reported that President Yudyono warned of possible terrorist attacks being planned for the coming months and has ordered stepped up surveillance. A suspicious package found at the British Embassy on Monday was found to have no harmful contents. All foreigners in Indonesia should keep themselves informed of developments and maintain a high level of vigilance with regard to possible terrorist activity.
Heavy rains last Thursday and Friday (8/25 & 26) have caused flooding in the city of Padang in West Sumatra and several areas of the city have also experienced landslides. The Padang municipality has appointed teams for monitoring city conditions.

GENERAL
Caltex Australia in a 24 August press release announced the initial payment to World Vision International as part of their one million litre fuel donation to the relief effort in Aceh. UNJLC's involvement in the donation included engaging participants, organizing the donation procedure and advising on best practices. Caltex also released a new Public Relations brochure entitled Caltex's Message for Hope which explains how the donation is helping the tsunami-affected Aceh provinces through fuel usage by UNHAS and Air Serv. A quotation in the brochure by a UNJLC Head Air Operations conveys the humanitarian community's appreciation of generosity on the part of companies such as Caltex.
UNJLC Info Sheet - the 26 August edition is now available at www.unjlc.org . The Info Sheet provides up-to-date information on suppliers for air, land and sea movement, materials and pricing information for all humanitarian actors in Aceh and Nias.
The NAD (Aceh) provincial customs office held a meeting on 26 Aug to discuss a revised custom procedure for the import of goods tax free . Maintenance Support Survey - UNJLC aims to gather detailed information regarding support services that may be required by international organizations, UN agencies, international and local NGOs for physical equipment utilized for development and reconstruction projects (e.g., vehicles, generators, offices, technical appliances, etc.). Your collaboration by completing the Maintenance Support Survey will benefit the reconstruction and rehabilitation efforts as costs for support services can be shared by various organizations through a joint approach toward maintenance and servicing of technical equipment. Please help UNJLC in this coordination effort by completing the survey and returning to us by 6 September 2005 - send to: allanng.hb@wfp.org (The survey was emailed directly to logisticians and may be downloaded at www.unjlc.org .)
THE LOGISTICS BOTTLENECKS – ALERT. All agencies are encouraged to report any observations and/or feedback relating to logistics bottlenecks to UNJLC via email: maksalmina@wfp.org .
Monthly Projection forms containing agency forecasts of logistics/movement activity should be submitted by the 15 th of each month for the subsequent month's activity. Send completed forms to Maksalmina@wfp.org . Downloadable copies are available at www.UNJLC.org . UNJLC uses this information to ensure that the necessary assets are available to support humanitarian programs.
BILATERAL SUPPORT/CMCOORD/TRANSITION TO CIVILIAN OPERATION
LAND
Road conditions and repair/reconstruction plans for the west coast route between Banda Aceh and Meulaboh were reviewed at a 23 Aug meeting. UNJLC maps of road conditions and repair/reconstruction plans are available at www.unjlc.org .
Severely damaged sections of the road between Lamno and Calang may be repaired by Catholic Relief Service (CRS). BRR is coordinating the project.
SEA
AIR
UNHAS Indonesia continues to provide organizations engaged in humanitarian assistance activities in the region of Sumatra and especially into the Aceh province, with passenger and cargo air services. The UNHAS fleet has been streamlined to provide efficient, economical and safe flight schedules mainly from the Banda Aceh and Medan bases, via the Meulaboh hub with fixed wing aircraft, to Nias and Simeulue as well as from Banda Aceh to Calang and surrounding Aceh Jaya province with rotary wing aircraft.
UNHAS will propose new flight schedules to become effective during the first half of September. Watch the UNJLC Bulletin and website for details.
The current UNHAS fleet is composed of the following aircraft:
- 1 x DHC-7 (Dash-7) 46 seats capacity but generally operated with reduced payloads because of fuel management as a result of no fuel availability outside Banda Aceh, Meulaboh and Medan .
- 2 x DHC-6 (Twin Otter) 17 seat capacity.
- 2 x MI-8 (helicopter) 20 seat capacity.
- The UNHAS-chartered aircraft (Dash-7) was not in service 26 - 28 Aug after sustaining minor damage in Nias while taxiing. It returned to regular operations 29 Aug.

GEOGRAPHIC HUBS
BELAWAN
IOM and UNJLC through continued collaboration continue to keep humanitarian cargo moving through the Belawan Port , Medan . UNJLC works with the Port Customs Office to expedite un-cleared relief aid and reconstruction materials while IOM with their fleet of trucks has taken responsibility for removal and transportation of cargo from the Port. The GOI, international and national NGOs have all benefited from this cooperation.
NIAS
IOM's Materials Distribution Assessment/Projection form - Nias is available at any IOM office and may be downloaded from www.UNJLC.org . The form is to be used by all agencies involved in the process of rehabilitation and reconstruction in Nias for the period September 2005 to June 2006. (The form may be adopted for other districts/areas' of materials distribution projection in the future.) Kindly complete these forms according to each organization's projected activity for Nias and return to the nearest IOM offices or email trahardjotdy@iom.int and copy UNJLC maksalmina@wfp.org .
MEETINGS
The weekly Banda Aceh Logistics Coordination meeting is held in the white trailer, UNOCHA Compound , Jl. Sudirman No 15, Geuche Tuesdays at 1600hrs.
