SECURITY
- A UNJLC Military Liaison Officer attended a recent Aceh Jaya Security Consultation meeting the subject of which was discussion of security measures in the realm of the impending GAM - GOI peace agreement.
- An important outcome was the decision to reintroduce regular assemblies between security force representatives and UN/NGO agencies in order that the humanitarian community is kept abreast of security developments as relates to the peace process.
- As a result of the presidential decree calling for an end to combat, the TNI are handing over much of their security activity/responsibilities to the local police.
- The result of last week's meeting among representatives of 27 Indian Ocean countries in Perth is plans for a tsunami warning system which will be established by UNESCO and may be in place within one year.
- UNDSS reports a reduction in clashes in Aceh related to the Free Aceh Movement after July 2005. Nonetheless, UN staff is strongly reminded to keep a low profile, refrain from actions which may be construed as political statements and respect cultural sensitivities by always displaying appropriate behavior in public.

GENERAL
- A 2 August meeting held at the Aceh Governor's Office with participation from several GOI departments, NGO, and UN representatives as well as donors focused on plans for a forthcoming exhibition of achievements nine months after the tsunami. The exhibition planned for 9-18 Sept. will serve to educate the public about Aceh's economic revival and act as a demonstration of accountability and transparency. The exhibition is expected to be attended by a host of VIPs including the President and Vice President of Indonesia and government ministers. The GOI is requesting international organization participation in the way of exhibition stands and donations/sponsorship of the event.
- Visa Extension New Procedure for I/NGOs - OCHA announces that they will no longer issue letters of recommendation for I/NGOs based in Medan and Nias. I/NGOs are kindly requested to approach BRR directly to obtain a letter of recommendation. I/NGOs are also reminded to submit their visa extension requests well in advance.
- UNJLC Banda Aceh sent an email to logisticians entitled ISSUES THAT ARE CAUSING, OR ARE LIKELY TO CAUSE LOGISTICS PROBLEMS on August 8. Valuable information about importation, fuel, fleet management was among the contents and has also been published here.
- Agencies are reminded of UNJLC's initiative to alert all logisticians via email broadcast of critical findings, assessments and feedback on matters affecting logistics planning considerations, entitled: THE LOGISTICS BOTTLENECKS - ALERT. All agencies are encouraged to report any observations and/or feedback relating to logistics bottlenecks to UNJLC via email: maksalmina@wfp.org. The success of this initiative will depend on cooperation, communication and pooling of information.
- UNJLC reminds all humanitarian collaborators to submit Monthly Projection forms containing agency forecasts of logistics activities. Please submit forecasts for the month of September by August 15 to Maksalmina@wfp.org. Downloadable copies are available at www.UNJLC.org. UNJLC uses this information to ensure that the necessary assets are available to support humanitarian programs.
- At the Logistics Coordination meeting of 2 Aug a unanimous decision was made to gather and consolidate details of existing suppliers engaged by the various agencies and to share this information to all humanitarian agencies. UNJLC will act as focal point to gather and publish these details in future issues of the UNJLC Logistics Info Sheet.
- The Logistics Coordination meeting of 9 Aug had the participation of Mr. Agus Kuncoro, Director of General Affairs, BRR, specializing in customs and tax clearance and Mr. Tomi Mulya from BRR Operation Center. BRR developments/announcements are as follows:
- BRR expect all humanitarian agencies, before arriving in Aceh, to file a projection regarding their project in Aceh through the submission of concept note;
- BRR informed that based on survey 50 % of government problems result from the lack of coordination among government institutions, and therefore BRR will play a role attempting to alleviate this situation, particularly in Aceh;
- In Aceh, BRR will assist in simplifying procedures with government. With regard to customs clearance, BRR will create special procedures and customs exemptions;
- BRR will set up one-stop visa center with a GOI senior officer in Aceh, in order for humanitarian workers to avoid having to return to Jakarta for visa extensions;
- In order to set regulation in Aceh, BRR will call for input from humanitarian actors with which they can approach higher authorities in Jakarta.
- Mr. Kuntoro and Mr. Mulya will attempt to attend the Logistics Coordination meeting fortnightly.
- UNJLC will soon publish updates to the vehicles and communication equipment importation process under PP19 (diplomatic status and therefore customs clearance without tax) for humanitarian agencies. Please watch the UNJLC website. Also do note that procedures are subject to change and UNJLC will do all possible to keep the information current.
- UNJLC reports that the number of vehicles currently in use by the humanitarian community is very large and likely to grow as the rehabilitation and reconstruction phase gets under way. A large number of trucks are used, and the entire community is dependent on generators as a standby to PLN. Maintenance in general is patchy and currently reliant on the limited capacity of the local market; preventive maintenance in particular is non-existent. Arrangements have been made for a commercial organization, under the aegis of 'Fleet Forum' in Geneva, to come to Aceh to assess the fleet management needs of the community. The assessment will be designed to build capacity in the local market, not compete with it. Focus will be on the spare parts supply chain. UNJLC requests that organizations give some thought to needs in this area, so that UNJLC can arrange for any gaps to be filled.
- On 5 August, IOM dispatched from Medan its 200th truck convoy since the start of the tsunami relief effort.

BILATERAL SUPPORT/CMCOORD/TRANSITION TO CIVILIAN OPERATION
- 1 August the UNJLC Banda Aceh Civil-Military Liaison Officer visited Banda Aceh Military Air Base to discuss airport maintenance and repair issues. Outcomes of the meeting include the following actions:
- UNJLC will coordinate with UNDP to resume the UNDP ramp repair project after a one-month delay;
- The Air Base Commander will submit a proposal for additional car park space which will subsequently be reviewed for feasibility and recommendations by UNJLC and UNHAS.
- UNJLC and UNHAS will review a recommendation by the Air Base Commander of a 10,000 Rp per passenger tax to fund an airport maintenance activity schedule necessitated by heavy airport usage by the UN humanitarian community.
LAND
- Further information on Aceh west coast road conditions has been reported by UNJLC and a BRR team (03-05 August 2005 one UNJLC staffer and the BRR team conducted the road assessment):
- 30 km from Calang (in the direction of Lamno), there is a 2km length of muddy section which is passable for 4WD vehicles - non 4WD vehicles will experience difficulty in passing;
- Meulaboh-Teunom route (approximately 20 km from Meulaboh) - the road is flooded for a section of 100 meters - water height ±1meter;
- Maximum capacity for bridges between Banda Aceh - Calang: 15 MT;
- Maximum capacity for bridges between Calang - Meulaboh: 10 MT;
- In the Samatiga sub district, the old road is now passable for 4WD vehicles only;
- Non-4WD vehicles must continue traverse the Woyla Timur sub-district;
- The road project to repair the sand-covered stretch of road 20km north of Lamno has been completed. The road is now passable for up to 15 MT vehicles.
FUEL
- National fuel restrictions are having little effect on the activities of the community in Banda Aceh according to UNJLC sources.
- There are long queues at gasoline pumps, but diesel seems to be plentiful. Agencies should advise UNJLC if there are any difficulties with the supply of fuel for vehicles or generators. UNJLC has the capability of arranging for the bulk supply of fuel from Pertamina if it becomes necessary.
SEA
- LCT Labitra Hanny on charter to WFP was forced to postpone sailing to Sinabang on 11 August 2005 due to mechanical problems.
- 3 Aug Duta Barona, fast speed passenger ferry, was delayed arriving in Sabang from Ulee Lheu due to mechanical problems. The problem was later diagnosed as fuel contamination.
- Each week UNJLC receives a report from the customs office in Medan regarding container movement details of which will be communicated at the Logistics Coordination meeting.
- Below is general information on container movement in Belawan Port to 01 August 2005, 0800 hrs (for further Belawan Port details, contact UNJLC Office Banda Aceh):
- Containers cleared and collected = 5,105 TEUS
- Containers cleared but uncollected = 123 TEUS
- Containers not cleared = 751 TEUS
- The ports in Meulaboh and Calang are expected to be operational within four months.
- UN-WHO is seeking used containers, 20 feet size, in Banda Aceh. Please contact UNJLC, Banda Aceh if you can provide any information.
- The week of 1 August the Country Management Team approved expenditure/payment for a Non-food items transport vessel. The craft is scheduled to arrive in September.
AIR
- UN Air Operations are now completely under the management of UNHAS. UNHAS flight schedules and Passenger and Cargo Procedures can be found on the UNJLC website. UN Humanitarian Air Service users should watch the UNJLC Air Operations pages and this bulletin for any UNHAS procedural changes.

- Reminder from OCHA Medan: To remove and distribute humanitarian aids to NAD and North Sumatra from Belawan Sea Port, the Bill of Lading (BL) and Delivery Order (DO) may be authorized/signed only by:
- Bapak Edy Aman Saragih, SE, MBA, Daily Secretary of SATKORLAK or
- Ibu Ir. Hj Nurlisa Ginting, MSc, Secretary of SATKORLAK Supporting Team of North Sumatra Province.
No other persons are authorized to sign BLs and DOs. Signed BL/ DO must be shown to Capt. CBA Bonefaisus Nggahan in Belawan.
NIAS
- IOM's Materials Distribution Assessment/Projection form - Nias is available at any IOM office and may be downloaded from www.UNJLC.org. The form is to be used by all agencies involved in the process of rehabilitation and reconstruction in Nias for the period September 2005 to June 2006. (The form may be adopted for other districts/areas' of materials distribution projection in the future.) Kindly complete these forms according to each organization's projected activity for Nias and return to the nearest IOM offices or email trahardjotdy@iom.int and copy UNJLC maksalmina@wfp.org.
MEETINGS
- The weekly Banda Aceh Logistics Coordination meeting is held in the WFP meeting room, UN compound, Jl. Sudirman No 69 Tuesdays at 1600hrs.
ABOUT UNJLC
UNJLC is an inter-agency facility reporting during an emergency to the Humanitarian Coordinator and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who is responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channeled through WFP.
