SECURITY
- Three earthquakes occurred during 9-11 May ranging from 5.2 to 6.4 on the Richter scale in Southwest Sumatra. No security/safety incidents were reported.
- A 6.9 magnitude earthquake with epicenter 50km west of PADANG struck on May 14 at 12:05 local time. There have been no reports of deaths or serious injuries either in Padang or Nias.
CRITICAL ISSUES
- On the west coast of SUMATRA in the vicinity of MEULABOH and CALANG heavy rain and strong winds persist. This has caused the MEULABOH-CALANG road to deteriorate - even 4-wheel drive vehicles are having difficulty on this route. Some of the sections near MEULABOH area were reported to be inaccessible. More details of roads affected can be found below, and will be updated as news comes to hand on the UNJLC website.

GENERAL
- The total number of vehicles that have arrived in Indonesia (via MEDAN) as humanitarian relief goods is 146 Units. Of these, 96 units have been cleared and collected by the consignees. See below for clarification of latest procedures.
- Owing to the national holiday (also a UN holiday) on Tuesday 24 May, the Logistics coordination meeting in Banda Aceh next week will be held on WEDNESDAY 25 May.

- TNI VESSELS MOVEMENT - KRI TELUK PENYU 513 has completed loading the humanitarian relief goods sailed to Nias on 13 May.

LAND
- On Wednesday 11 May, UNJLC reported west coast road conditions as weather affected through information provided by: WFP, DSS and IFRC. UNJLC appreciates the active information sharing with these partners.
- TAPAKTUAN-MEDAN route - Heavy storms and rains in the last week have made the road along the west coast of Aceh dangerous. The TAPAKTUAN-MEDAN route is vulnerable to landslides following heavy rains. In Singgersing, Singkil road is very slippery. KLUET SELATAN, near TAPAKTUAN road inundated with water.
- CALANG- MEULABOH route - Due to the heavy rains over the past few days, some parts of the road between KUALA BHEE and ARONGAN are still inundated with water, reaching 1 meter high in some sections. A 4 km stretch of newly created road is very muddy creating difficulty for even 4x4 vehicles.
- Public transportation CALANG-MEULABOH and Meulaboh-KUALA BHEE has been temporarily halted.

- Overland convoy from Medan to Banda Aceh. 19,196MT

- IOM's total overland aid delivery 29,268MT on behalf of humanitarian relief organizations (GoI, UN Agencies, international and national NGOs, intergovernmental and governmental organizations).
SEA
- IN BANDA ACEH, the search for suitable vessels to move NFI cargo from Malahayati Port (Banda Aceh) to other ports along the West Coast of Sumatra (and Simeuleu, Nias, Singkil) is ongoing.
- Information obtained on the condition of northern Sumatra ports after earthquakes and the tsumani is available on the UNJLC website.
- SEA ASSETS - VESSELS MOVEMENT
- KM MEGA BUANA completed loading of UNICEF and Department of Industry humanitarian goods in SIBOLGA and is en route to NIAS.
- KM RAHMAN BARU sailed humanitarian goods (food and Medicine) from SIBOLGA to NIAS
- 3 oil companies: PT Medco E&P Indonesia, BP Indonesia, and Star Energy have provided a chartered 700MT LCT for the NIAS port - SIBOLGA movements of goods.
- The effort has been coordinated by BP Migas (Indonesian Agency for Upstream Oil Operations).
- The ship will provide Sibolga - Gunung Sitoli cargo services for the next 30 days.
- The LCT was rented from a local provider for 600 million rupiah ($65,000). The ship left JAKARTA carrying food, medical supplies and other relief supplies.
- Satkorlak in Nias will be responsible for managing the ship activities during its Nias operation.
AIR
- As of May 12, 2005 UN air ops in BANDA ACEH is in full operation at the new location in passenger terminal area. An electronic map of this new location has been distributed to all logistics contacts (UN agencies and NGOs) and is available on the UNJLC website.
- UNHAS AIR ASSETS:
- One MI-8 arrived in BANDA ACEH 12 May 2005 and began operating Monday 16 May 2005. Current air assets as of 17 May are:
- 5 MI8,
- 1 Puma,
- 1 Bell 212
- 2 twin-otters - 1 to cease operating Tuesday May 17 2005.
- 2 additional MI-8s expected to arrive on May 26 2005.
- Assets changes will be closely monitored.
- UNHAS aircraft report that during the 5-day period ending 16th May 05: 5 UNHAS flights have been cancelled due to bad weather.
- UNHAS recently contracted for 2 helicopters - one Mi8 and one Bell212 - as contracts for two Pumas have expired.

WAREHOUSE
- WFP report (12 May) that four rubhalls have been set up in PRAMUKA & GUNUNG SITOLI, on NIAS - 2 for rice and 2 for other commodities.

BANDA ACEH
- Nothing further to report
MEDAN
- UNICEF and UNHCR have been coordinating shelter activities and NFI distribution, with NFI stocks available in Medan, including cooking sets, hygiene kits, buckets, stoves and tarpaulins. UNHCR in Medan has received a further 2,000 lightweight tents, 490 of which were immediately dispatched to Nias Island on 4 May.
- PORT/CUSTOMS CLEARANCE operations in MEDAN
- The list of consignees for containers in the port is available at the BELAWAN port authorities (and POSKO) and has been circulated by OCHA (list to be updated).
- Sufficient handling capacity exists to move the goods from the port after proper clearances.
- Handling capacity can be increased relatively easily should the port authority deem it necessary.
- MEDAN: the total number of containers that have arrived in BELAWAN since the tsunami is 4,351.
- Of these, 3, 746 have been cleared (86%) and 2, 893 have left the port.
- Number of containers cleared at the port has increased to about 20/day and VP Yusuf Kalla has taken a personal interest in ensuring the elimination of unnecessary delays.
- There are currently 1, 458 containers at the port, as per below.
- Containers cleared and not yet retrieved by consignees: 853
- Containers with restricted goods (i.e. vehicles) requiring central government approval before clearance (letter from Trade Minister Mari E. Pangestu): 381

- IOM report 25 trucks are in transit MEDAN-BANDA ACEH 16 May 2005.
- UNJLC has been collaborating with port authorities, TNI and POSKO on port efficiency enhancement.
- Amongst other recommendations, UNJLC and POSKO have asked to be granted the authority to release restricted items (to date without out success) from JAKARTA to MEDAN.
- UNJLC - Medan is procuring office equipment for the joint TNI/POSKO Belawan Port office which clears humanitarian containers.
- IOM has offered to provide required training and equipment (i.e. fork-lifts, etc)
- IOM has now tasked 22 trucks per day to clear humanitarian goods from the port.
- UNJLC MEDAN reports that more containers are expected to arrive at the Belawan seaport and the appropriate channels for release must be followed by the humanitarian community. It should be noted that recent efforts to speed the flow of goods through the BELAWAN port have resulted in the following arrangements. NON RESTRICTED GOODS - are moving well. The only goods now classified as RESTRICTED are VEHICLES (two categories NEW or USED).
- For NEW vehicles, approval must be provided by the Ministry of Trade.
- For USED Vehicles, approval must be provided by the Ministry of Trade and the Ministry of Industry.
- NB: Updates to procedures/fast-tracking will be published on UNJLC website by the end of this week.
NIAS
- The state owned Electricity Company (PLN) has informed that there are presently 20,337 clients out of a total of 22,377 reported to have access to electrical power supply in Nias District, while in Nias Selatan 85% of the clients have been connected.
- Main problems faced by PLN include lack of proper road access to distant villages and some towns.
- UNHCR is mapping areas on NIAS Island which have not received relief items and will identify NGOs willing to deliver items to those areas. Thus far, identifying implementing partners for NFI and shelter item distribution has been difficult.
- Intensive rainfall on NIAS in recent days, has postponed road repairs.
- Status of reparations to date:
- Alternate routes at 31Km and 37km in GUNUNG SITOLI are almost complete.
- Road improvement from MOI to Lolowau is still underway by National Public Works.
- Muzoi Bridge - 5 sections of Bailey bridge have been erected and foundation work is completed.
- Lafau Bridge - 6 Bailey bridge sections have been erected.
- All NIAS humanitarian actors can have visas extended at SIBOLGA.
- IOM: 12 trucks are expected to leave for NIAS 18 May. IOM has 47 trucks in NIAS of which 30 are unable to regain the mainland, due to limited ferry capacity.
- WFP agreed to explore the possibility to facilitate their return by re-routing one of their LCTs
- FAO reports that equipment such as multi-crop threshers, hand tractors, fertilizer and rice seed are in their Belawan warehouse awaiting onward trucking MEDAN_-BANDA ACEH. FAO reports plans to dispatch fishing equipments to NIAS.
SIMUELUE
- UNHCR report that on Simeulue Island, a significant number of people have begun to move down from the hills and to establish temporary shelters on public land. Increased numbers of shelter items will be required as a result. (See MEDAN Hub information above).
MEETINGS
- BANDA ACEH: Tuesdays 0830 am, WFP meeting tent; UN Compound, Jl. Sudirman No 15. However, noting the national holiday (also a UN holiday) on Tuesday 24 May, the meeting next week will be held on WEDNESDAY 25 May.
- MEDAN: POSKO -UN- NGO/ IGO, Tuesdays at 1000 am in POSKO.
ABOUT UNJLC
UNJLC is an inter-agency facility reporting during an emergency to the Humanitarian Coordinator and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who is responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channeled through WFP.
