Air Operations/NFI pipeline
Air Operations: Minutes from the Users Group Committee (UGC) meeting held 27 September:
- The previous minutes were approved.
- The chairman gave a short overview of the past week's activities. He noted that the one aircraft, the AN 12 is non operational until month end due to the crew duty time restriction. He also mentioned that plans are ongoing to ensure a continued service of the C130 or a replacement arrangement. WFP HAS is also doing all in its power to enhance capacity once new aircraft are cleared. (Possibly the use of an AN 12 and Il 76 for a limited time).
- The floor requested the chair to forward a request via the HC to WFP to express the satisfaction from the Agencies with the present service. It is also requested to continue with the present service and if at all possible, to enhance the present capacity with an additional aircraft.
- A question was raised concerning the transport of therapeutic foods such as "plumpy nuts" on the NFI aircraft and what priority this type of food should have. The chair will take this up with the HC in order to get some guidance.
- It was decided that any no shows will be rescheduled after the last scheduled flight in the planning cycle.
- No changes from agencies will be accepted unless there is five days prior warning. (Routing manifests submitted to Government of Sudan five days in advance).
- OCHA is requested to draft a letter requesting all agencies to forward their movement projections for October, November and December to UNJLC ASAP.
General Notes from UNJLC:
- The AN 12 aircraft had been grounded this week due to the crew coming up for their monthly flying hour limitation (Crew duty time)
- The main area served this week was El Geneina.
- The C130 is due to stop flying on 10 October due to the exhaustion of funds. UNJLC in conjunction with WFP and the Donors are looking at other options to at least maintain the present NFI Air Cargo transport capacity.
- The present flight manifests have been submitted up to 17 October with another 10-15 flights being planned.

General comments:
- Agencies are reminded that very limited handling equipment is available at the capitals in Darfur. Cargo transported should be able to be man handled, unless the Agency can make some handling equipment available at the destination.
- Due to restrictions with regards to daylight hours and loading / off loading, two rotations to locations such as Geneina is not feasible.
- Agencies are reminded that regular updates with regards to the NFI service will be posted on the UNJLC website www.unjlc.org.
- WFP now has four helicopters under the Humanitarian Air Services (HAS). The fourth helicopter, which arrived last week, is undergoing clearance and is expected to start operating this week from Nyala.
- The passenger fleet now stands at 3 Beechcraft (18 seaters), 3 Cessna Caravans and 1 DHC-8 (36 seaters).
NFI
Due to hepatitis E propagation it has been agreed between OCHA and UNJLC and in coordination with major donors to now distribute only 1 jerry can per household (Instead of 2) and to increase the number of bucket to 2 per HH (Instead of 1).
USAID will support the common pipeline with 40,000 blankets and 10,000 plastic sheets for El Fasher between the 3rd and the 10th of October, UNICEF commits for 40,000 more jerry cans, Worldvision brought 4,000 plastic sheets.

Road Transport
El Fasher, Geneina, and el Obeid all reported a decrease in rain and a consequent increase in accessibility to sites.
- Status of WFP 120 6x6 trucks: 64 WFP trucks are awaiting security clearance in order to proceed along the road between el Obeid and el Fasher. 54 WFP trucks are operating in el Geneina.
- Transporters continue to report insecurity problems resulting from SLA attacks along the route between ed Daein and Nyala.
- Status of 200 long haul leased trucks: 10 trucks operational between Khartoum-Nyala. 9 trucks en route from Port Sudan to Khartoum. 110 trucks en route from Libya expected in country and operational by 15 - 20 October. 85 trucks coming from Dubai via Saudi Arabia are waiting for vessel in Jeddah expecting to be in country and operational by 20 October. Total dedicated fleet of 214 long haul trucks is expected to be operational by 20th October.
- Dedicated fleet of 50 6x6 trucks operating between el Obeid-el Fasher are experiencing security constraints (bandit attacks) around Um Kedadah.
Rail Transport
Sudan Railway Corporation has increased its rates for leasing wagons. The rail transport along the route el-Obeid-Nyala is currently at a standstill and no food has been moved during the reporting week.
River Transport/Port Operations
UNJLC is currently compiling existing information from varying sources on the main sea and river ports in Sudan.
Storage
UNJLC has started a Warehouse/Storage Survey in Darfur. A finished report is expected in early October.

Security
- SC/UK has withdrawn from Malha and Malliet following a security incident in which cars with SC/UK logos were used to transport GoS troops.
- The road to Taweila remained closed until 25 September. Taweila-Kabkabeiya is still closed. Malha, Malliet are still No-Go areas. The road el Fasher -Um Kedadah was closed on 25 September.
- The Tabit area was assessed by UNSECOORD on 23 September and was later opened for UN traffic.
- An NGO in el-Geneina reported that one of its trucks was robbed by armed elements on the 18th of September at Ommo village about 160 Kms from el-Fasher.
- Curfew in el Geneina was raised by the government from 22:00 to 24:00.

SOUTHERN SUDAN:
- Logistics Planning Map
The Logistics Planning Map is now being distributed to OLS agencies and the SPLM. Demand for the maps is outstripping their availability. However, a second printing is planned for November when the current version will be updated. A version for distribution to agencies outside of OLS is also being prepared.
- Sudan Snapshots
A series of executive summaries drawn from recent logistics reports has been prepared. The Snapshots are designed to give a brief overview of the existing situation, issues as well as recommendations in the space of a single sheet of paper. It is hoped that the Snapshots will help to increase awareness of existing or potential logistical issues and to present options for their resolution.

The snapshots are being distributed electronically and by hard copy this week.
- A-Z for Southern Sudan and the Transition Areas
Building on the efforts of the Logistics Planning Map, UNJLC and FAO are developing an A-Z Booklet for Southern Sudan and the Transition Areas. The A-Z will highlight roads, settlements, rivers, crossings, water points, markets, health facilities, and swamps. Many of these map elements reflect improvements made during the preparation of the Logistics Planning Map. As well, a narrative to better inform users of logistical conditions will accompany each map. The maps are now being compiled electronically. First drafts for ground truthing will be prepared by early October.
ABOUT UNJLC
UNJLC is an inter-agency facility reporting, in the current emergency, to the Humanitarian Coordinator for Sudan, and overall to the Inter-Agency Standing Committee. Its mandate is to coordinate and optimize the logistics capabilities of humanitarian organizations in large-scale emergencies. UNJLC operates under the custodianship of WFP who are responsible for the administrative and financial management of the Centre. UNJLC is funded from voluntary contributions channelled through WFP.
