ECHO Flight
The Humanitarian Aid Department of the European Commission (ECHO) has invited to tender for the air transport services it funds. Within the framework of a service contract, the successful tenderer will be based in Kinshasa and Goma. It is planned that ECHO flight activities will start on 1 April 2006. Humanitarian Air Transport Operators are not allowed to bid for the said contract.
The Air Operator shall avail two aircrafts for ECHO flights: The first aircraft shall have a
Passenger capacity ranging from 19 to 30. It is foreseen that this aircraft will link Goma to Kinshasa twice a week via some provinces main cities. The second aircraft shall be of the Cessna Caravan kind and should be able to land on airstrips with less than 1000 metres length that are found in Maniema, South Kivu or Katanga provinces.
- 2. GEOGRAPHIC INFORMATIONS SYSTEMS
Within the framework of the GIS Working Group coordinated by UNJLC, the updating work is continuing
- The GIS unit of MONUC is working on the harmonization of the two main databases pertaining to cities and villages. In order to enhance the updating work, the GIS unit of UNHCR has disclosed the first outcome of the village assessment under way in the Uvira area (South Kivu Province).
- The GIS unit of OSFAC-CARPE is working with the IGC (Institut de Geographie du Congo- the DRC Institute of Geography) on the administrative sub-division. It is also collaborating with the RVF (Regie des Voies Fluviales- River maintenance body) on the waterways network.
- OCHA and UNJLC GIS Units started to harmonize and update airfields data base in coordination with Air Serv, Aviation Sans Frontieres and MONUC GIS Unit. With the Office of Roads they are updating data related to the road network. The verification of the compiled data pertaining to Bridges and ferries is on-going. Meanwhile, data on the rehabilitation of roads is being updated by the Office of Roads.
Three meetings aimed at presenting the outcome of the updating are scheduled as follows:
- The meeting of the sub-working group on cities and villages network will be held on 17 January 2006 at 02.30 P.M at OCHA Villa
- The meeting of the sub-working group on administrative subdivision will be held on 25 January 2006 at 02.30 P.M at OCHA Villa
- The meeting of the sub-working group on transport and communication network will be held on 26 January 2006 at 02.30 P.M at OCHA Villa
A second UNJLC GIS officer and database expert has arrived in Kinshasa.
- 3. RIVER AND LAKES INFRASTRUCTURE
La Regie des Voies Fluviales (RVF) is a public body in charge of beaconing and dredging of the upper and middle reach of the Congo River as well as the lakes in the eastern part of the Country.
There has been a general lack of maintenance of the waterways for the past 10 years. The Regie des Voies Fluviales (RVF) is in the process to launch a rehabilitation program of the river infrastructure. The projects proposal includes:
- Resumption of the Congo River and its tributaries beaconing
- Purchase of buoys
- Dredging of the Kalemie Port(Lake Tanganyika)
- Purchase of dredge and dinghies
- Rehabilitation of the hydrometric network
- Rehabilitation of RVF buildings
- Set up of an hydrologic database
- RVF staff training
RVF is searching funding for this project.
UNJLC is currently carrying out a survey on the river rehabilitation projects that would improve the humanitarian supply chain.
4. LOGISTICS GENERAL
The Logistics Working Group meeting which was supposed to take place on 11 January 2006 has been postponed due to the Aid El Adha. The next meeting will take place on 18 November 2006 at 4.15 P.M at WFP Kinshasa office, UN Building, Boulevard du 30 Juin.
Two new UNJLC Logistics officers have arrived in the DRC.
