11. LCS Coordination Initiatives & Surveys
1. SECURITY
Following the security event this weekend , UNDSS in their 3 October Security Advisory strongly recommend that UN staff not travel to Bali until a security assessment can be carried out.
Security personnel in Jakarta remain on high alert for possible terrorist attacks in the capital.
Just before this first LCS Bulletin went to print on 5 October, an earthquake registering 5.5 Richter occurred at 15.46 hours 50 kilometers south of Banda Aceh. Some UN national staff was sent home due to the intensity of the quake.
2. CRITICAL ISSUES
This is the first Bulletin of the Logistics Coordination Support (LCS). LCS will continue to provide logistics information from this week to the end of the LCS mandate (currently 31 December 2005). The UNJLC website is currently the on-line communication vehicle until further notice.

LCS is pleased to announce the arrival of a new Logistics Operations Officer who has joined the Banda Aceh office. The new officer has Aceh experience with UNJLC (March - June 05).
3. GENERAL
The two consultants for fleet management who arrived in Banda Aceh on 25 September 2005 have had discussions with 21 agencies and NGOs in Banda Aceh, Calang and Meulaboh covering 700 Vehicles. The LCS-sponsored assessment team also gave a presentation on Fleet Management during the last CMT meeting. Presentation summary points are as follows:
WHY FLEET MANAGEMENT - Cost savings and vehicle operation efficiency increase with a managed fleet.
RISK - Organizations whose aims are humanitarian in nature are not necessarily equipped to carry out fleet management and maintenance.
OPPORTUNITIES - Coordinated fleet management allows for experience sharing, systematic involvement of private sector/local dealers, creation of central maintenance facility and provision of support to local economy.

4. BILATERAL SUPPORT/CMCOORD

5. LAND
ICRC has plans to do a road assessment on the route Sigli – Gempang – Tutut in the coming week.
6. SEA
- On 05 and 06 October 2005, LCS and BRR team will conduct port assessments covering Malahayati, Lamno and Calang ports.
- KM Dadap ferry with 280 seats will serve passengers en route Banda Aceh – Calang – Meulaboh. The schedule for 6-7 October is:

The WFP-chartered LCTs PN SUKSES 3 and the Labitra Hanny, running between Malahayati port and other Aceh West Coast ports are offering spare capacity to other agencies for cargo transport. The PN SUKSES 3 is equipped with two mobile cranes, 30-ton and 45-ton capacity. Interested parties should contact Frank Cawkwell at 0811 987 415 and/or attend the Common Sea Service User Group meeting on Fridays 11 am at the WFP Compound.
The British Red Cross has a new TLC (Bina Murni 1) in Banda Aceh and is seeking assistance to identify possible landing sites other than Malahayati port and to conduct joint assessments of those sites. BRC is currently looking at the Ulee Lheue old port (good location but no road access for trucks) and Lampulo.
From recent trends observed, shipping agent fees are on the rise as a result of increased LCT traffic. LCS has plans to carry out a survey for the purpose of comparing shipping agents' fees and will publish the survey results on the UNJLC or future LCS website. (CSS User Group meeting 30 September)
Common Sea Service User Group NEWS
- The Common Sea Service will not establish a User Group Charter as it will be a limited one-off period operation during the Rehabilitation and Recovery Phase.
- Organizations are urged to submit comments for the draft Sea Cargo Freight Procedure currently being developed. The final draft will be completed by mid-October 2005.
- 12 agencies (with a total of 244,000 metric tons) have responded to the Sea Service User Group's request for cargo movement projections for October to December 2005. The plea continues to go out for these projections in order to effectively use chartered assets for the transport of reconstruction materials. - First priority for sea cargo is the Temporary Shelter Action Plan, a joint effort by UNORC and IFRC to move IDPs out of tents into better settlements.
- The first Common Sea Service vessel is tentatively scheduled to arrive in Aceh the second week of November. The exact type of the vessel is not yet known.

There is a special UNHAS Timetable for Ramadan which goes into effect 6 October. During Ramadan UNHAS flights will operate from 0800 to 1530 hrs only. The schedule is available at the UNHAS website as well as at www.unjlc.org.
All Passenger Movement Requests as of 01 October must be addressed to UNHAS INDONESIA@WFP.ORG . The flight booking address, Acehbooking@unjlc.org , is no longer valid as of 1 October.
Reminder from UNHAS: Check-in is 1hour prior to the Scheduled Departure Time.
ALL PASSENGERS ARE REQUIRED TO:

- Have a hard copy of their PRF on CHECK-IN.
- Have Security Clearance prior to travel (UN staff only)

BELAWAN
Status at the Belawan Port Container Terminal as of 26 September 05 has been placed on the UNJLC website - lists of consignees and cargo detail for organizations that have containers at Belawan. See www.unjlc.org. Summary is as follows:

10. MEETINGS
The Banda Aceh Logistics Coordination meeting is now being held fortnightly on Tuesdays in the white trailer, UNOCHA Compound, Jl. Sudirman No 15, Geuche at 1600hrs. The next meeting is scheduled for 18 October and the time, adjusted to working hours during Ramadan, 15.00hrs.
The Air User Group meeting is held each Friday at the WFP Compound, Banda Aceh at 10.00 am.
The Common Sea Service User Group meeting is held immediately following the Air User Group meeting in the WFP Compound meeting room - 11.00 am.
