LWG Workplan Q2 Update

Updates on the LWG Q2 Workplan were discussed during the meeting, focusing on the following key updates:

• Training Topics: The training on [Humanitarian Procurement] will be conducted soon by ASMO colleagues. Further details and updates on the training will be shared soon.
• Regional LWG Coordination Meeting: The Western and Northern Regions successfully conducted their second-quarter LWG Coordination Meetings. Participating partners also visited the WFP warehouse in Mazar and the HI/ATLAS warehouse in Herat. Reports and highlights from both events have been published on the LWG webpage and can be accessed here: Western Region & Northern Region.

Partner Engagement: Partners interested in delivering training on shared topics, hosting LWG members for infrastructure visits, sharing important reports or articles, or initiating regional coordination meetings are encouraged to reach out directly. We welcome opportunities to enhance collaboration and knowledge sharing across the network.

Overview of Hulo Activities

The HULO focal point provided an overview of HULO’s operations, highlighting ongoing activities, key achievements, and planned initiatives in Afghanistan, with a focus on the following areas: 

Introduction to HULO: An overview of HULO’s mission, objectives, and areas of intervention.

Who we are?

• The first cooperative for humanitarian logistics, designed by HOs for HOs, based on cooperation over competition, mutualisation, collective efficiency, shared ownership, and leadership.​

What we do?

• We structure and facilitate cooperation between humanitarian response actors to help organisations pool resources, optimise costs, and take data-driven supply chain decisions.​
• Our Joint Initiatives cover procurement, transport, resource sharing, sustainability and digital solutions.

HULO IN AFGHANISTAN:

• Hulo is currently operating in Afghanistan through a direct collaboration with Humanity & Inclusion (HI). 
• This collaboration aims to demonstrate the feasibility and value of Hulo’s activities in the Afghanistan country.
• As a first step, Hulo will focus on implementing Joint Procurement Initiatives (JPIs). 
• The JPIs will provide practical and tangible support to humanitarian organizations (HOs) operating in Afghanistan.

UN80 Service Catalogue

WFP colleagues provided a quarterly update on the UN80 Joint Supply Chain Initiative, highlighting recent progress, key developments, and ongoing collaborative efforts.

·         Q1. UN agencies collect in-country logistics data through a standard questionnaire and jointly map logistics capabilities across agencies.

• Q2. Conduct bi-lateral meetings to validate and standardise logistics data, identify shareable assets and services, and highlight key operational gaps for inter-agency mapping.

Border and Corridor Operational Update

During the meeting, the WFP focal point for border operations shared an update on the status of the borders and recent updates in the Log.IE platform.

• Spin Boldak: Calm and stable situation, though the crossing remains closed for regular movement, open only for refugee repatriation of undocumented Afghans. 
• Torkham: The crossing has been closed since Oct-2025 for trade and pedestrian movement, partially open only for deportations.
• Western Corridor: The Jabel Ali operations remain suspended, and port is non-operational. However, alternative routing via Sharjah/Abu Dhabi to Bandar Abbas expected to become available soon. Coordination with UNHRD is ongoing to identify a viable route.
• Northern Bypass (Under Exploration): WFP has successfully received shipments via this route, which is reliable but relatively costly and time-consuming.
• Lapis Lazuli Route: It was Successfully for WFP’s first shipment, with multiple consignments received from Mersin (Turkey) and Poti (Georgia) via Torghundi. Additional shipments are in transit, making this a key route for SNF cargo.
• Turkey – Rahzanak Corridor: This corridor has become the primary route for shipments originating from Europe via Turkey, as well as for Turkish-sourced commodities transported by rail. It continues to offer a more cost-effective and efficient option compared to alternative corridors. At present, several WFP,s shipments are in transit from Turkey to Iran, while others are still awaiting clearance at Mersin Port before being loaded onto rail wagons for onward movement to Rahzanak.
