Introducing the New Logistics Cluster Field Operations Guide
Concept of Logistics Cluster: The concept of a logistics cluster was discussed during the meeting, with the focus on:
- What it is: System to make humanitarian response more predictable and coordinated by sector.
- Why it exists: To ensure clear leadership, stronger partnerships, better planning/prioritisation, and stronger accountability.
- Afghanistan Logistics Working Groups: We are currently operating as a working group not a cluster. However, during emergencies, we act as a cluster for a specific period and for specific services. We will keep you informed whenever these services are activated.
Working Groups in Afghanistan: Currently, there are three working groups in Afghanistan: Central, Northern, and Western. The Central Working Group conducts coordination meetings monthly, while the Northern and Western Working Groups hold meetings quarterly. During emergency situations, meetings are conducted as needed. The aim of these working groups is to keep all stakeholders informed, enhance coordination, and reduce gaps and duplication in logistics activities.

UN80 Initiative Update
During the meeting, an update on the UN80 initiative was presented to partners to keep them informed of progress.
Global Integrated Supply Chain Project Team visited Kabul to engage UNCT/OMT, and supply chain leads on the “Integrated UN Supply Chains” approach in complex environments. Bilateral meetings held with agencies to capture agency-specific realities, gaps, and opportunities.
- Core focus of the mission: Align on country-led priorities, clarify governance/ways of working, and identify what global enablers can support Afghanistan.
- Service Catalogue in development: Turning the dataset into an inventory of who can offer what, where (storage, transport, cold chain, customs-related support, etc).

Border and Corridor Operational Update
During the meeting, the WFP focal point for border operations shared an update on the status of the borders and recent developments in the Log.IE platform.
- Spin Boldak: Calm and stable situation, though the crossing remains closed for regular movement, open only for refugee repatriation of undocumented Afghans.
- Torkham: The crossing has been closed since Oct-2025 for trade and pedestrian movement, partially open only for departures of undocumented Afghans.
- Western Corridor: The situation remains unchanged and considering the suspension of operations at Dubai Jebel Ali Port, this corridor is currently not functional for humanitarian cargo movements.
- Northern Bypass: WFP have managed to utilize this corridor for one shipment, covering multiple borders including UAE, Saudi Arabia, Syria, Jordan, Turkey, Georgia, Azerbaijan, and Turkmenistan, up to Torghundi border. This movement has involved extensive cross‑border coordination and multiple handling points along the route. Estimated transit time is around 40 days.
- Alternative Route: An alternative corridor was utilized, Lapis Lazuli Corridor. WFP has successfully received one shipment from Turkey with 20 days transit time. Additionally, WFP has one trial shipment from Turkey via Iran by rail to Rahzanak border. Shipment is still in transit. Estimated transit time is 20-25 days.

Log.IE (New Development: Verification Function)
A new feature has been introduced to confirm that maps reflect the most up‑to‑date information. The Verification function has been redeveloped within the data table, with a new Click to Verify button added.

SUPPLY CHAIN CORRIDOOR DISRUPTIONS
Afghanistan’s humanitarian supply chain is facing unprecedented pressure due to the prolonged Afghanistan-Pakistan border closure and – since late February – the regional West Asia conflict. Most supplies are in stuck in Karachi, however some items are also stuck in Lahore, Peshawar, Quetta and Torkham.
