Drivers are required to have passports with multiple-entry or residence visas. Waybills should have the driver's identification information and truck registration. More details are available in the Customs section of the UNJLC website at http://www.unjlc.org/iraq/customs/03_01.html. The Kuwait Department of Ports has recently introduced new procedures for commercial truck companies wishing to operate into Iraq. This requires the company to submit a list of drivers’ names, passport details, etc on a special form to be certified by immigration staff and then collected by the contractor before the vehicles depart. When these drivers reach immigration control at the border, their details are already in the computer and they are able to pass through with minimum formality. The form is then stamped (in lieu of passport) to record the outward and inward movements by the Department of Immigration, one day before they are scheduled to cross the border. UN staff wishing to travel into Iraq from Kuwait need security clearance. In addition, agencies are required to complete the green Kuwaiti Immigration form and hand it to transportation office at the Humanitarian Operations Center (HOC) along with a hard copy of the mission plan, 16:00 hours the day before the mission. A copy of the green form should be kept for re-entering Kuwait. Failure to show a copy at the immigrations could result in refusal of entry. General Info:
There are three check points on the Kuwaiti side – customs, immigration and border police. The Border Police are apparently the final arbiters in deciding which vehicles and individuals are allowed to leave or enter Kuwait.
The Kuwaiti border authorities are finalizing plans to open a second lane on the Kuwait side which will be used only by trucks - ALL trucks, both commercial and humanitarian.
