1. SECURITY
Muzaffarabad
- All those staying in UN staff camps are reminded that local security briefings from UNDSS are mandatory when first arriving.
- This rule also applies to overnight visitors.
Bagh
- The security situation in the Bagh area remains calm.
- UN staff are allowed out of the accommodation camp until midnight as long as they do not travel alone after dark and remain in possession of a radio.
2. AIR OPERATIONS
General
- UNHAS cargo and passenger flights were cancelled on March 19th and 20th due to bad weather.
- UNHAS is in the process of reducing its fleet through the course of the month from 28 aircraft tasked on a daily basis to 13 aircraft in total.
- This reduction includes three Mi-8s which left this week and the eight Military aircraft presently tasked by UNHAS (four US Chinooks, two German Stallions and two Australian Blackhawks), which will cease operations on March 31st according to their mandate.
- The new fleet plan of thirteen was designed to meet the continuing needs of helicopter support to the humanitarian community based on the users' projected needs.
- UNHAS has requested the Pakistan Military for fuel support to assist in the continuation of UN flights following the handover of the US fuel farm to the Pakistan government. No response has yet been forthcoming.
- The French government has been unable to meet the request of the FRC to keep the French fuel farm in Abbottabad until June 1st.
- The French fuel farm has now ceased operations in accordance with its mandate which ends on March 31st.
- UNHAS will continue to operate out of Abbottabad for the time being with the use of bowsers to provide fuel.
Bagh
- Cancelled flights have resulted in a backlog in both cargo and passenger transport.
Muzaffarabad
- The Muzaffarabad airfield was closed on Tuesday, March 21st due to the visit of the US Chairman of the Joint Chiefs of Staff.
3. CUSTOMS AND IMMIGRATION

4. INFRASTRUCTURE AND STATIC ROAD ASSESSMENT
General
- UNJLC is continuing to collect priority road GPS data and is integrating this into the UNJLC map data set.
- In support of the reconstruction activities due to begin, UNJLC is continuing work on an improved accessibility analysis of the affected area based on terrain and transport infrastructure to provide for improved planning, distribution and movement.
- Continued improvements to roads data, HLZ data and warehousing data are available on this week's release of UNJLC's main map series.

Bagh
- The road from Bagh to Kahutta has been assessed and the data entered into the UNJLC road set.
Muzaffarabad
- UNJLC and UNDSS have embarked on a joint mapping project in Red No Go areas.
- The purpose of this is to assess the validity of the Red No Go status and to map all roads to their full extent in order to facilitate NGO operations.
- The road from Bheri to Patika has been assessed and the data submitted to UNJLC Islamabad.
5. ROAD STATUS
General

Bagh
- Rain over the weekend and start of the week led to road closures in the Bagh area.
- The road from Bagh through Sudan Ghali to Rerban has been reopened, however a high risk of landslides remains.
- UNICEF have reported a landslide in the vicinity of Gonkra.
Muzaffarabad
- The routes east of Muzaffarabad along the Neelum, Jhelum and Lipa valleys are still largely closed and Red No Go.
6. LOGISTICS
General
- UNJLC's mandate in Pakistan officially ends on April 12th. The responses to questionnaires sent out to determine which of UNJLC's functions may be required after this date have now been compiled. As a result the Humanitarian Coordinator has formally requested the extension of UNJLC's mandate until the end of June.
- This request is currently being processed in Rome.
Bagh
- IOM has announced a provisional transportation plan for the return of IDPs.
- This will need to be reconciled against road status.
- ATLAS has offered transport assistance for the return of IDPs. It has experience in the process but would require an operating budget.
- UNDP has asked UNOPS for assistance in moving reconstruction goods including coal and kerosene.
- Some of these goods are considered dangerous and careful handling will be required.
Muzaffarabad
- UNICEF has embarked on school in a box distribution, resulting in increased Muzaffarabad area air and surface transport needs.
- Reconstruction is being limited by the constant need to clear new rockfalls and landslides.
- It has been suggested that UNOPS projects and the WFP food for work program could provide assistance in the clearance process.
- IOM is estimating that it will need approximately 40 4WD vehicles, 30 trucks and 30 buses over a three month period to assist in the return operation.
7. CIVIL-MILITARY LOGS

8. NFI PIPELINE
General
- UNJLC has been using the LSS (Logistics Supply System) to compile pipeline data from agencies and NGOs participating in the humanitarian operation. The goal of this project has been to provide an overview of NFI data and provide for forward planning.
- The incoming/on order, in stock and distributed figures for March have been requested from all agencies and NGOs. Responses should be forwarded to tania.regan@wfp.org.
- All LSS figures and products compiled by UNJLC have now been published on the UNJLC website. They can be found at www.unjlc.org/pakistan/supply_chain/.
- The UNJLC cargo movement request procedure continues to prioritise cargo transport in favour of those agencies and NGOs who have provided their pipeline information to assist in forward planning.
- UNJLC has been offering informal LSS training sessions to interested parties. Three days of workshops have now been completed.

9. WAREHOUSING
Bagh
- The transfer of the former GOAL Chamiati warehouse to STC UK is underway.
- STC UK has now found a site and the warehouse should be in place by early April.
- UNICEF will now be taking over the interagency temporary warehouse previously managed by IOM.
