Heavy rains on 26 September 2009 from tropical storm Ketsana ('Ondoy') resulted in widespread flooding and population displacement in Manila, the Cordillera Autonomous Region and the northern Island of Luzon. According to government figures, over 3 million people have been affected by the storm and subsequent flooding, with 670,000 accommodated in 726 evacuation centres.
The government of the Philippines has declared a state of emergency and requested international assistance, triggering the activation of key clusters. The National Disaster Coordinating Council (NDCC) is the lead government agency for the relief response. Logistics support has been identified as a priority and a Logistics Cluster established to coordinate the response efforts of the humanitarian community in this sector.
